AMENDMENT XX
Passed by Congress March 2, 1932. Ratified January 23, 1933.
Note: Article I, section 4, of the Constitution was modified by section 2 of this amendment. In addition, a portion of the 12th amendment was superseded by section 3.
Section 1.
The terms of the President and the Vice President shall end at noon on the 20th day of January, and the terms of Senators and Representatives at noon on the 3rd day of January, of the years in which such terms would have ended if this article had not been ratified; and the terms of their successors shall then begin.
Section 2.
The Congress shall assemble at least once in every year, and such meeting shall begin at noon on the 3d day of January, unless they shall by law appoint a different day.
SUMMARIZATION
In the first section of the article, the terms served by the president and vice president of the country will end on the 20th day of January at noon. Moreover, the terms of all Congress representatives and senators will end on the 3rd day of January, also at noon. Then, the terms of all successors to these positions will begin.
Section 2 of the article states that the U.S. Congress will convene once per year, and the meeting is set to begin on the 3rd of January. There are exceptions, though, particularly when they appoint by law on a different day.

When the Constitution was first written, a newly-elected president and congress didn't take office until March of the following year. This was considered necessary because there was a long way to travel to Washington, and a new president or congressman needed time to get his affairs in order, find a new place to live, etc.

The issues that caused the creation of the amendments compare and contrast with the issues that are applied today. One of the main issues for creating this amendment was the fear of the death of a president and who would take over. This issue is still a threat today because it is still possible for a president to die during a term. The 20th amendment solved this issue today because it declares that if the current president dies then the vice president comes into office replacing the president as soon as possible.
Process
It changed several things. For one thing, it changed the date when a new president would take office ... it moved that date up to where the pres. now takes office sooner than he used to, because the results are now known sooner, after the election, than they used to be a long time ago.
