Introduction
Child abuse is a grave issue that affects many children who reside in Portsmouth, VA. It is our duty as social workers to ensure the safety and well-being of our future generations. It is important to discuss the significant and long-lasting impact on children of being exposed to multiple forms of abuse, including verbal, physical, sexual, and emotional abuse. An unmet need relating to this issue is the lack of community awareness between children and their families who live in Portsmouth, VA. These adverse conditions can create a negative impact on how children experience long term effects of substance abuse and violence. Protective factors such as the knowledge of parenting and child development, parental resilience, and the social and emotional competence of children are examples that lead to child abuse prevention. (Child Welfare Information Gateway, 2023) According to the Hampton Roads Community Resource Guide, there is three state/federal funded organizations to support Child Abuse Prevention. (Haywood, 2018). The Department of Social Services is the sole institution that is actually present in the city of Portsmouth. and it emphasizes the critical need to gauge public awareness of children and their families who are victims of child abuse. Why would allowing equal opportunities within communities that lack resources to child abuse prevention, create less violence and abuse? This approach emphasizes the existing equity gap between disadvantaged groups and their counterparts by drawing attention to the lack of community knowledge and resources.

Task
To effectively prevent child abuse and provide adequate funding for necessary support systems, a comprehensive plan needs to be developed. Studies show, "too often, interventions occur only after abuse is reported". (Washington State Department, n.d.) The need can be met by supporting prevention programs that include after school activities, parent education classes, respite care, and early interventions to meet the needs of children and their families. In order to provide adequate support to child abuse victims, funding needs to be allocated to various organizations and institutions that specialize in the city of Portsmouth. Government grants, corporate sponsorships, and individual donations can be used to establish child advocacy centers, crisis hotlines, and counseling services. The program will partner with non-governmental organizations and community-based organizations that should be established to strengthen the child abuse prevention plan. These organizations would play a vital role in providing support, raising awareness, and advocating for the rights of children. Collaboration with the local schools, churches, community centers, and hospitals will serve as a benefit for using their facilities and resources to further expand outreach and community awareness. Therefore, a facility would not be purchased. The program will apply for Community-Based Child Abuse Prevention Grants (CBCAP), which "provides community organizations with an opportunity to develop and expand services for the prevention of child abuse and neglect, and to serve families at risk for child maltreatment, that otherwise may not be reached". (Child Welfare Funding, 2023). This particular funding provides for a range of primary and secondary child-abuse and neglect-prevention services and activities, both statewide and locally based, such as parent education and support, public education and awareness, and home visiting.
Process

The Child Abuse Prevention program's development, growth, and commercial operations will all be distinctly shown in a budget style. The budget's goal is to provide a comprehensive picture of the suggested strategy by breaking down all funding sources' line-item expenses. To help identify interventions to support the prevention of child abuse, a funding application will be made to the Department of Social Services. Activities related to the program, such as prevention screenings, mentorship programs, and abuse education, will draw attention to the multidisciplinary and cooperative efforts made to support it. A systemic change can result from a variety of acts as new processes are created. Non-profits and advocacy groups can also assist in raising more money by organizing fundraisers and supporting employment or health fairs. When it comes to taking steps to contribute to a powerful social movement on behalf of children, such child abuse prevention, another independent source, like The National Call to Action, will be taken into consideration. This type of action will result into a kickoff of the National Child Abuse Prevention Month. The goal of this plan is to strengthen the inadequacy of awareness and information to support their well-being. To guarantee that children are protected, cooperation and coordination of concepts and actions are required. This program's objective is to keep collaborating with outreach initiatives to organize events as a way to secure financing for addressing the disparities in child abuse and raising community awareness. In order to support stable family relationships, requests for additional funding will still be made for staff trainings and other activities including parental participation. Lastly, a plan assessment will be put into place to investigate the efficacy of the program's self-evaluation. The Stronger Child Abuse Prevention and Treatment Act (CAPTA)
Within the recent years, between COVID19 and the opioid epidemics there has been an increase in the child abuse and neglect rates. Within the past decade, the number of children that have been investigated or died under the result of child abuse have also increased. January 2021 H.R.485 was established by a representative, Robert C. Scott and the bill was passed in the House on March 16, 2021. The Stronger (CAPTA) revised the original CAPTA that authorized $270 million for the development of prevention services to extend over to 3 million children. (H.R. 485: The Stronger Child Abuse Prevention and Treatment Act,2021).

By raising awareness, strengthening the legal policies/laws, providing preventative support to, and fostering collaboration among partners, we can create a society that values the well-being of our children. Let us not turn a blind eye to this issue, but rather, come together to protect and nurture the future of our community.
