Process
In a ocean ecosystem, the food chain is somewhat simple, but food web is diffucult. On a sheet of paper, make a food chain and web of the ecosystem. Here's an example of a food web:

Evaluation
Too Little
If something in the chain/web, lets say for instance, the krill. If the krill where to disappear or become extinct, what do you think might happen to the chain/web?
The answer will be that everything that ate the krill will become extinct. Unless they find a new source. But the krill is the main one that they eat, so... Also, that means the consumers(2) that ate the consumers(1) will either become extinct, or find and fight for another source they found.
Too Much
Now, if there where too much of... lets say herring. If there was too much of the herring, they would fight to eat the krill and soon, they will become extinct.
Conclusion
The conclusion for here is that either way if something is too little or too much, the result is the same: extinct or fight for found/already there.
