Introduction
By 1795 the Reign of Terror was over in France. Robespierre was dead and the Committee of public safety dismantled. France was to be governed by a weak five man "directory" bound by the laws set out in a new constitution. This new government would not, however, last long. His legacy is frought with questions about whether he was a hero bringing enlightenment ideas of equality to the imprisoned people of Feudal Europe, or a villain who used the idea of equality as an excuse to enrich himself.
