Introduction
"While many of us walk or ride a short distance to well-equipped schools, thousands of children in Cebu City’s underserved communities like Basak San Nicolas or Mambaling face long commutes, overcrowded classrooms, or lack access to basic learning resources. Every child has the right to quality education — but how do we turn this right into reality?"
This webquest invites you to act as community education advocates, tasked with researching access barriers and developing a practical action plan to improve education opportunities for marginalized students in a specific Cebu City community. You’ll explore the root causes of inequality, learn from successful local initiatives, and design solutions that make a real difference.
Task
Working in teams of 3-4, you will select an underserved community in Cebu City and develop a community education action plan to address key access gaps.
The desired end product includes:
1. A 10-slide digital presentation (e.g., Canva, Microsoft PowerPoint) outlining your findings and plan
2. A one-page infographic summarizing key challenges and proposed solutions for community distribution
3. A 2-page written plan with:
- A needs assessment of the community
- Specific, actionable initiatives with timelines and resource requirements
- A strategy for engaging local stakeholders (families, schools, government, NGOs)
4. A 5-minute oral presentation followed by a 2-minute pitch to a panel of "community leaders" (your teachers and invited guests)
Process
Step 1: Form Teams and Select Your Community (1 class period)
- Each team will choose an underserved community in Cebu City (with teacher approval: options include Basak San Nicolas, Mambaling, Suba, or Pasil)
- Assign roles:
- Needs Assessment Lead (gathers and analyzes data)
- Initiative Design Lead (develops solutions and timelines)
- Communication Lead (creates infographic and presentation materials)
- Stakeholder Engagement Lead (plans collaboration strategies)
Step 2: Research and Needs Assessment (2-3 class periods + homework)
1. Study education access principles:
- Review the United Nations Sustainable Development Goal 4 (Quality Education) and Philippine education laws

Resources linked below
2. Investigate your chosen community:
- Research demographic data, school enrollment rates, and existing education facilities
- Conduct virtual interviews with local teachers, community leaders, or parents (arranged by your teacher)
- Analyze media reports and NGO studies on education in the area
3. Explore successful models:
- Study local initiatives like Cebu’s "Alternative Learning System" programs or community-based tutorial projects
- Look at national and international examples of closing education access gaps
Step 3: Develop Your Action Plan (2 class periods + homework)
- Collaborate to design 2-3 practical initiatives, such as:
- A community tutorial program for out-of-school youth
- A resource drive to provide school supplies and books
- A campaign to improve transportation access for students
- A multilingual learning support program
- Outline each initiative’s goals, steps, timeline, required resources, and expected impact
- Create your infographic to communicate key points simply to the community
Step 4: Finalize and Prepare for Presentation (1 class period + homework)
- Review all materials for accuracy, feasibility, and cultural sensitivity
- Practice your oral presentation and "pitch" to ensure clarity and persuasiveness
- Prepare handouts for the panel and community members
